Tabby is the answer for teams that cannot send code to a third party. It self-hosts, its core is Apache-2.0, and it runs on llama.cpp so it works with local models.

One honest caveat: the enterprise features live in an ee/ directory under a separate source-available license, so ‘fully open source’ is true of the core but not the whole product. For air-gapped or compliance-bound teams, it is still the strongest option.
